Morley was elected as an Honorary Fellow of the ICE in 2004.
But a Disciplinary Board meeting on Monday ruled that he should be expelled from the institution.
The board ruled: “The case brought against Mr Morley by the ICE Professional Conduct Panel was that by committing offences of False Accounting in connection with his responsibilities as a Member of Parliament, Mr Morley had a case of improper conduct to answer.
“The Disciplinary Board found Mr Morley guilty of Improper Conduct in that he had breached By-laws 35 and 36 and Rule 1 of the Rules of Professional Conduct, which require all members to uphold the dignity, standing and reputation of the Institution.
“Under the powers conferred on it by By-law 40, the Disciplinary Board ordered that Mr Morley should be Expelled and that the fact and particulars of the Order against him and the details of the improper conduct of which he had been found guilty should be posted in the Institution and published.”
