The project is the first major new-build residential scheme on Liverpool’s waterfront to gain planning since the credit crunch.
A previous planning consent was passed for one 22-storey tower at the site but construction work never began.
The new scheme has been put forward by Investec Bank, which owns the site after the collapse of the previous developer.
Vinci is expected to start work early this summer on the 192-flat scheme. The two 13 and 15-storey towers will be built of red and blue bricks.
