Roome was awarded the coveted title for his leadership on the £24.2m Derby Civil Offices redevelopment project.
Michael Brown Deputy Chief Executive at the CIOB said: “Stephen has produced a masterclass in risk management.
“His commitment, enthusiasm and will to succeed enabled him and his team to complete the difficult project in 68 weeks.
“The Civic Offices now stand in Derby as a building to be proud of, and a place for the whole community to share.”
This year’s competition included more than 90 finalists who represent the successful management of projects across the country.
The awards ceremony was held at the Grosvenor House Hotel in London last night.
