The project to modernise and make better use of offices in the town centre is expected to cost up to £7m and is due to get underway in August.
The council-owned grade II listed Princess Buildings will be fully refurbished and given a completely redesigned interior.
The existing site consists of three linked listed buildings with a 1960s extension to one of them.

Work comprises demolition of 1960s offices and the rebuilding of a new office on the site.
The buildings will be remodelled to create a more open plan, modern office environment.
Once shortlisting has been completed firms will be invited to tender in May.
