The rectangular site, known as City Reach, has been empty for several years after all buildings were demolished and backs onto the River Aire offering a major gateway into west Leeds.
Residential Securities is proposing to build up to 1m sq ft, offering a mix of homes in several new blocks ranging from 7 to 14 floors.
This will house 574 private rental homes, over 200 homes for sale and 234 student rooms with an extra 20,000sq ft of commercial space at ground floor level.
The proposals will also incorporate new areas of public realm and a pedestrian bridge link over the river.
