He will work within Amey’s Highways Business Unit, following 26 years with Highways England.
In the new role Harbot will focus on three key areas – customer service, quality & processes and innovation.
Harbot is the latest high-level departure from the roads agency to a major highways consultancy.
Just three months ago Mott MacDonald appointed Brian Gash, Highways England’s major projects chief across the south west, as a programme director in its highways business in the UK.
