Work will start imminently on the £100m office project, which has been fully pre-let to the HMRC.
The 12-storey building will be known as 6 Central Square and will provide 265,000 sq ft for the Government tax hub building.
The HMRC deal is expected to release around £10m towards the cost of the new bus station at the Interchange, which has a cost between £20m to £25m.
Joint developers Rightacres and Legal & General also have plans for a further 180,000 sq ft office building next to the HMRC building, which could also house other public sector departments.
The project is set to get underway as Legal & General announced it had sold 2 Central Square, which was started as a speculative 148,000 sq ft scheme for £56.5m to Credit Suisse Asset Management.
This project will complete in September 2018 and is fully pre-let to Cardiff University and Cardiff based law firm Hugh James.
Work is also progressing on plot 3, which will include a new £120m headquarters for BBC Cymru Wales. Both these schemes are being built by ISG.
