The firm is set to start tendering the 33MW project with a view to starting on site next year, sustaining around 300 construction jobs.
The firm was granted permission to develop a £250m complex at Newhurst Quarry, near Shepshed in 2012 but has had the project on hold as design work was being finalised.
The project also includes a materials recovering facility with in vessel composting and restoration of a quarry by controlled land filling including the reprofiling of the quarry void by blasting prior to land filling.
It is understood Biffa may work with US-based EfW developer Covanta on the facilities, which will burn 350,000 tonnes of waste a year to provide enough power for 66,000 homes.
