The partly-built timber framed building was destroyed on Tuesday by a fierce blaze which took more than 50 firefighters to control.
The fire broke out at two in the afternoon and was fully extinguished by 19.45.
Hampshire police said the cause of the fire is unknown and their investigations are continuing.
DS Marcus Baker said: “Understandably this fire had a big impact on the local community and we know that a lot of people came out to watch what was happening.
“Our officers spoke to people down at the scene but as our investigation into the cause of the fire progresses, we are keen to speak to anyone who may have any information about what happened.
“In particular, we’d like to hear from three men who were reported being on the roof of the building at around 12.30pm.
“We had several reports in relation to this and we are issuing an image tonight in the hope that we can identify them.
“If this is you, please call us so that we know that you are ok.
“If you or anyone you know was in or near the building before the fire started, any information you have could be vital to our investigation so it is important that you contact us.”
