The proposed waste management complex will be built on a brown field site at Padworth Sidings in Berkshire and is designed to process around 80,000 tonnes per annum of household waste.
Construction of the £30m complex is due to be completed by autumn 2011.
When the site is operational it will employ around 200 staff, with 30 new jobs being created, and will serve the district’s 64,000 households.
