The firms will work for ALMO Sandwell Homes on the second phase of its massive improvement programme, due to start in December and run through until March 2013.
More than 5,000 council homes will will be upgraded, many in high-rise blocks.
The Government endorsed the deal this week when it gave the spending go-ahead to the next stage of the nationwide Decent Homes programme.
The latest framework runs on from an exisiting housing repair and improvement programme which has been running since 2005.
Lovell, Wates, now defunct Connaught Partnerships, Thomas Vale and Vinci all worked on phase one of the programme, due to close at the end of the year.
