They plan to build up to 1,000 homes and between 27,000 sq ft and 54,000 sq ft of offices, shops and restaurants.
Around 80% will be three and four bedrooms houses, with 30% affordable to rent or part-own.
The 43-acre former GlaxoSmithKline site, located to the north of Dartford town centre, was bought by investor clients of Delancey and Essential Land in April 2010.
