Birse Civils completed an £11m package of site remediation and transport links earlier in the summer to prime the 44 acres for development.
The way is now clear to build 650 homes, commercial space and a 40 berth marina next to the Leeds Liverpool canal.
The site was handed over by the North West Development Agency to the HCA as part of the wind-down of the NWDA ahead of its closure in April 2012.
