The plan has not even been budgeted in the £60bn Scottish infrastructure plan unveiled yesterday.
Although a link from Manchester to Glasgow was costed at around £15bn.
The Scottish Government said it would be prepared to foot up to £9bn of the bill.
Infrastructure Minister Alex Neil said a faster rail link was part of future improvement plans, however, funds had not been committed in the newly announced programme.
High-speed rail is dependent on action from Westminster, Neil said. “We think it is a mistake to start in London and we think it is a mistake to stop at Birmingham,” he added.
“Now, we are willing to look at that if we get a guarantee, in particular that the gap in England between Birmingham and the north of England, is going to be closed.”
The Scottish infrastructure plan has ambitious aims to improve roads and rail as well as schools and hospitals across the country over the next two decades.
The plan features 54 large infrastructure projects and 33 programmes across a range of areas, including schools, hospitals and housing. Ministers estimate every additional £100m of capital invested will generate £160m worth of economic activity and support 1,400 jobs.
The Scottish Government committed to improving motorway and dualcarriageway links, including the completion of upgrades to the M8, A96 and A9.
New colleges will be completed in Glasgow, Inverness and Kilmarnock, while a commitment was given to deliver projects such as the Southern General Hospital in Glasgow and Edinburgh.
