The fate of the scheme, which is being developed by Bouygues Developments and One Housing Group, will be decided on 16 January, before going to the Mayor of London to be rubber stamped.
Phase 1 of the huge Canning Town and Custom House regeneration project will see 179 residential units of private and affordable housing built, alongside several retail units and a Morrisons supermarket of over 70,000 sq ft.
Bouygues Development hopes to start on site in the first quarter of 2012.
The development will play an important catalytic role at the heart of the wider Canning Town and Custom House Regeneration Project, a £3.7bn scheme which aims to transform a large part of the London Borough of Newham over the next 15 years.
Planners are also recommending that the seven phases making up the vision are awarded outline planning.
