The planned new Pavilion will be a venue for special events and acts of Remembrance, and also house a Remembrance and Learning Centre for visitors.
Gardiner and Theobald will run the bid race for a 40,000 sq ft single storey building supported by rows of colannades.
Lichfield District Council planners gave the plans the green light last week, with enabling works expected to start shortly.
The main building project will need to be completed ahead of the centenary services for the end of the first World War in November 2014.
Firms interested in the job have until 9 October to prequalify.
The Arboretum in Alrewas, which is part of The Royal British Legion family of charities, is now home to more than 230 memorials and hosts more than 200 special events each year.
Major General Patrick Cordingley DSO, Chairman of the Appeal said: “Work will begin on site in the very near future so that by the Autumn of 2014, we will have a Centre for Remembrance worthy of all those whose lives it commemorates.”
