It plans to rebuild Huntingdon Stadium using enabling funds from the development of two superstores at Monks Cross.
The new 6,000 all-seater stadium will become the new home of York City football club and York Knights rugby league club.
Developer Oakgate will build superstores for Marks and Spencer and John Lewis generating cash to build the community stadium and nearby athletics track.
The council has also wrapped maintenance and operation of its Waterworld, Courtney’s Gym, Energise and Yearsley Pool into the procurement deal.
Firms have until 18 October to prequalify through the council procurement portal.
