The arms-length development company set up by the county council will deliver the project as part of the wider regeneration of the town centre.
Parsons Brinckerhoff’s design proposals include a swimming pool, sports hall, gym, public library and council information space within the building, which will be located at a former Asda supermarket site in Lintonville, just off the town centre.
Arch Group managing director, Peter McIntyre, said: “Parsons Brinckerhoff has an excellent track record in developing outstanding regeneration projects.
“Together with their project partners, Ryder Architecture, their designs focus on the community and leisure facility being a catalyst for economic growth in the town centre.”
