Construction is set to start next summer and take two years to transform 10 acres into 179 new homes, 19,000sq ft of office space and 15,000sq ft of retail including shops, a restaurant and a pub on Romsey Road.
Kier has already developed part of the 24-acre former Ordnance Survey site which was acquired in 2010 as part of a deal to develop a new headquarters for the mapping giant at Adanac Park.
The £3.4m refurbishment of Compass House has transformed the site into modern office space.
On the 11-acre western part of the site, Taylor Wimpey has already started work on 193 new homes.
Kevin Dixon, director at Kier Property, said: “We are delighted that outline planning permission has been granted on a unanimous basis for the Romsey Road development.
“The new homes, offices and retail outlets planned for the site will compliment the office space that has already been developed at Compass House, bringing new business into the city and regenerating the whole area.”
