The planned 100,000 sq ft building is part of a wider site scheme that will see supermarket Morrisons also build a major food store on the site, helping to fund the new college.
Together the projects have an estimated construction value of £25m.
The foodstore will also be flanked by Dacorum Borough Council’s new public service quarter, expected to attract a further £25m of investment.
Existing buildings will be demolished under a separate contract in time to give the successful contractor access to the site in the first half of 2014.
West Herts College is aiming to move into the new facilities in the first half of the 2015/16 academic year.
The College’s decision to proceed with the design and build tender race will depend on planning.
