Norfolk Council is due to rubber-stamp the award at a cabinet meeting next week.
Lafarge Tarmac will take over from current contractor May Gurney when its deal expires in March 2014.
Three bidders made it through to the final stage with May Gurney falling at the penultimate hurdle.
Council chiefs hope Lafarge Tarmac will be able to save an average of 17% on current costs over the term of the deal which could be extended to 12 years.
