Property developer Oxley Holdings intends to develop the 40 acre site with 3,400 apartments and a variety of commercial, retail, leisure and educational facilities.
Royal Wharf is the largest London development opportunity to come to market since Battersea Power Station.
The site lies on the River Thames next to the Royal Victoria Dock, next to the Thames Barrier.
