The board has yet to make a decision on whether to let the works as one, or several contracts and want contractor to provide feedback on the relative merits and risks of the various delivery options.
Construction work is due to start in January 2015 and will involve relocation of marina facilities, land reclamation, construction of access routes and paved areas for commercial, retail and port activities.
The plan for the western docks rival is part of a more ambitious £400m scheme, which would also see another terminal built, effectively doubling the capacity of the ferry port.
