The scheme will involve the demolition of a 1980s block on the South Quay Plaza site on the Isle of Dogs to build a 73-storey and 36-storey building.
The submission to Tower Hamlets Council follows a lengthy public consultation process, where plans for the creation of much needed new homes and over an acre of new public space were welcomed.
The proposals, designed by architects Foster + Partners, will deliver over 900 homes and ground floor retail across the two landmark buildings.
The slender main tower will have floor plate of two intersected squares.
