The site of the one-time pin factory being developed by Carillion is owned by the Homes and Communities Agency, which is driving forward the mixed-use scheme incorporating three grade two listed Italianate Towers that give the site its name.
Carillion will work towards starting construction work in January next year.
Its developments proposals include 92,000sq ft of offices and 20,000 sq ft of restaurant and bars with around 147 flats.
