Liverpool-based Construction Impact Framework is the brainchild of Sarah Lawton, director of the Toxteth Fire Fit Hub youth programme, and has assessed firms on their quality, value, customer service and social impact.
The newly formed framework agreement is forecast to offer members a £150m pipeline of work.
