The developer said its project team on the Lower Don Valley site includes GMI, Whittam Cox Architects, Arup, Ares Landscape Architects, Burnley Wilson Fish and Zerum.
The first new building at the 70 acre site will be the £6m Community Stadium where construction is due to start in December.
Works will include a 4,141 sq m mixed use office and commercial building alongside an initial phase of 750 spectator seats.
Permission has been granted for a capacity of up to 3,921 spectators in the completed stadium which will be home to Sheffield United Women.
Scarborough is also developing detailed proposals for the first buildings on the wider Park starting with a cluster adjacent to the Community Stadium.
Construction of this next phase of buildings is planned to start by the second quarter of 2020.
