Civil engineer Harris joined the Highways England in 2016 bringing extensive experience in delivering major infrastructure programmes in the water sector.
He takes over at an important time as Highways England moves into the second year of its second roads programme.
As head of operation and maintenance of the network, he has spearheaded changes in the way the agency works with its supply chain and introduced innovative ways of working to provide the best possible quality of service to road users and local communities.
