ECF is a strategic joint venture between regeneration specialist Muse, investor Legal & General and the government’s housing agency, Homes England.

The partners will now explore and shape the key elements for delivery, funding and phasing of City Village, which will include the former Kirkgate and Oastler Markets area of the city.

The City Village plan will see the redevelopment of 13 acres of premium city centre land around the former Kirkgate Shopping Centre and Oastler precinct.

The key elements of the City Village scheme will see highway infrastructure and landscaping/public realm improvements to create a green, traffic reduced, healthy and sustainable environment
