Firms put on alert for £1.6bn of decarbonisation frameworks

Procurement body Pagabo has readied firms for two new decarbonisation projects frameworks set to come out to tender in September.

Both frameworks will be valued at £1.6bn and run for four years and each will have its own contracting authority.

One framework will be dedicated for healthcare schemes, with Great Ormond Street Hospital serving as a sector-specialist host.

The second framework will be hosted by Hull City Council and be open to all other sectors.

Both frameworks will offer a dozen regional lots to ensure SME and local-based supplier involvement.

Each of these regions will be separated into two main service lots:

  • Lot 1 – Retrofit Consultancy
  • Lot 2 – Main Contractor Delivery

Under Lot 1, clients will be able to appoint retrofit assessors, coordinators, designers and evaluators to provide specialist consultancy services for decarbonisation projects.

Firms will be able to provide a full business case for the delivery, then sit client-side throughout the delivery phase in a coordination role.

To be appointed to the lot, consultants will be required to hold relevant accreditations, such as PAS2035 or PAS2038 for the assessment of domestic dwellings and commercial buildings for energy retrofit.

Under Lot 2, main contractors will be appointed to provide a complete business solution for clients.

Lot 2 will be split into four value bands

  • Lot 2a – £250k to £1m
  • Lot 2b – £1m to £5m
  • Lot 2c – £5m to £15m
  • Lot 2d – £15m and above

The general building decarbonisation framework will also be divided into three building classes, with a requirement to submit evidence case studies. These scopes will cover:

  • Domestic Low Rise
  • Domestic High Rise
  • Non-Domestic – commercial, education, and leisure

A Dynamic Purchasing System (DPS) will be created after the commencement of frameworks.

Jason Stapley, chief procurement officer at Pagabo, said: “There is a wide understanding of the need to design for net zero, but there is still a long way to go to meet government targets and improving our current building stock will play a key role in this.

“There are a lot of specialist organisations out there that are able to assist clients with their net-zero projects and strategies, and having these dedicated frameworks means that their services will be easier to access in a compliant manner for public sector organisations.”

It is expected that the invitation to tender will open in early September, ahead of the frameworks going live late January 2024.
