Two men working from the tower were catapulted into the road but appear to have escaped unscathed.
The footage shows the men had added a ladder to the scaffold tower in a bid to reach the roof level of the property.
Eyewitness Thomas Ambrose told ITV news: “I was just driving along the road like I do every day when I noticed the scaffolding falling into the road.
“I was shocked when I then saw the people also fall into the road, but thankful that it didn’t happen two seconds later or they would have fallen under my car.
“The two guys seemed okay and got up right away.
“They then put the scaffolding back up.”
Industry trade body NASC CEO Clive Dickin said: “NASC is disappointed to see aluminium access towers being used dangerously, when a properly designed and competently erected scaffolding solution should have been specified and used.
“Aluminium towers have their place and should only be used by competent users who would have known that the use of the tower in this situation was inadequate.
“The use of the tower falls well short of the legal requirements and should not be condoned. Remember to look for the sign of a quality scaffolding and access contractor by looking for a NASC member who will ensure that the scaffolding or access system is in line with legislation, NASC guidance, and British and European standards.”
