Firms put on alert for £3bn flood and coastal framework

The Environment Agency is seeking expressions of interest and pre-market engagement with contractors for its next-generation £3bn flood and coastal management delivery framework

Tenders for Collaborative Delivery Framework 2 are planned to be invited in March 2025.

The framework will provide both technical consultancy services and construction works that support the EA’s asset management, maintenance, refurbishment and construction programmes of work.

Existing framework contractor partners include BAM Nuttall, Kier, Jackson Civil Engineering and VolkerStevin with consultants Arup, Atkins, Jacobs and Jeremy Benn Associates providing design services.

Selected firms will be required to develop, design and deliver nature-based solutions as well as more traditional hard engineering solutions.

Projects will range of £1m to £75m with the framework divided into three value lots, each split up geographically to serve the agency’s regional hub structure.

Lot 1 – will provide strategy, appraisal and design services for projects above £1m.

Lot 2 – suppliers will be expected to provide simple appraisal and business case services, early supplier engagement to support optioneering, detailed design services, and construction works from a value of £1m to up to £10m.

Lot 3 – suppliers will be expected to provide business case services, early supplier engagement to support optioneering, detailed design services, and construction works from a value of £10m-plus.

Lot 1 and 2 will be divided between six geographic hubs. Lot 3 will also involve lots spilt geographically however the areas covered may be larger. Lot 3 may include the option for the authority to run mini competitions for higher-value projects.

Interested firms are being invited to complete a short pre-market engagement questionnaire, with submissions no later than 10am on the 17 September 2024.

This questionnaire survey is specifically targeted towards construction contractors, rather than consultants who are not required to complete the survey at this stage.
