The council aims to set up a joint venture with the company to design, finance and build a regeneration scheme, initially costed at around £22m.

Any plans would be put out to extensive community consultation with the council hoping to get work underway at the end of 2013.

The council hopes to formally invite firms to prequalify to become a development partner in July .

• New civic office in York Square, retail and offices totalling over 43,000sq ft.
• New library and museum facilities on Bo’ness Road, linked to the existing Town Hall
