The value of the seven-year contracts will depend on exactly when the councils decide to pool work through the framework, but could be worth between £58m and £128m.
The London Borough of Harrow is leading the procurement process, which will see three separate framework contracts put out for bid, one for civil engineering works, the other for street lighting and the final job for resurfacing works.
A spokesman for Harrow council said: “The Council’s strategic intent is to extend its reach by developing alliances with neighbouring boroughs in line with strategies being progressed across many London boroughs for sharing services.
“The intent is to plan and execute works in a collaborative way and benefit from economies of scale, reduce duplication and drive out cost. The neighbouring borough in this context is the London Borough of Brent.”
Harrow procurement chiefs will expect contractors to come up with plans to help reduce the council’s carbon footprint in their bids for the highways work.
It is also keen to use local sourcing and direct employment where feasible.
The civils contract is expected to be worth around £13m a year, the electrical package for street lighting and signage about £1.5m and resurfacing works around £3.6m each year.
