The first phase of the planned redevelopment of the Wornington Green Estate on Portobello Road will involve designing and building three blocks.
The project to build homes for 324 tenants has been budgeted at £65m by the housing association.
Work on the estate is expected to last 12 years with structured phasing to ensure residents will not need to move away while their home is being built.
Eventually up to 1,000 new homes will be built in a modern housing quarter with a new London square as a focal point.
