The eight housing associations have formed the Integrate Consortium to let the deal, although individual contracts will be handled by each association.
Together they operate across an area stretching from Newport in the East to Pembrokeshire in the West.
The framework is being divided into three lots and contractors can bid for any tier.
The first lot covers projects worth up to £1m, where there are expected to be some 50 jobs over the four-year period.
The next band covers 60 projects each up to £3.5m in value with the final band expected to cover up to 8 mixed-use community projects worth more than £3.5m over the four-year framework.
Cardiff Community Housing Association is administrating the bidding process on behalf of the Integrate Consortium.
Requests for documents need to be made by 9 July and a pre-tender meeting will be held on 19 August.
