Kier deal re-tendered after school collapse

Kier Moss could lose out on work worth £80m after Telford and Wrekin council decided to re-tender the remaining schemes on its £200m school building programme.

The decision comes just months after five workers were injured when a canopy collapsed at Kier’s Abraham Darby Academy site in Telford.

Kier was chosen as preferred bidder for the council’s £200m BSF programme in 2009.

The deal expires at the end of this year and the council will retender the remaining projects through the Government’s academies framework.

Kier will continue on its existing schemes while another ten school jobs are expected to be tendered through the academies framework in the New Year.

Kier is one of 12 contractors who will be invited to tender under the academies framework.

A council spokeswoman said: “We are re-tendering for the last phase of our BSF programme because the initial framework expires on December 31 and we have to re-tender under the rules of the programme as set by Partnerships for Schools.

“The last phase includes 10 projects and the proposals, which are still being consulted on, include five rebuilds. Kier has been invited to tender for the new framework along with 11 other contractors who are on the PFS framework panel.

“Kier are building the Abraham Darby Co-operative Learning Community incorporating the Abraham Darby Academy, Woodlands Primary School and community leisure facilities.

“They have completed the new Sixth Form at the Madeley Academy.

“They have now signed contracts to refurbish the Mount Gilbert School and Newport Girls High.

“We expect the contract for them to build a new Co-operative Learning Community incorporating the existing Phoenix School and community leisure facilities on a new site in the centre of Dawley to be signed shortly.”

Telford & Wrekin is currently re-engineering its school building programme to achieve better value for money with the focus on rebuilds rather than remodelling.

Schemes currently proposed by the council include:

  • Building new facilities for the community in Stirchley. These will include a new primary and secondary school plus further education opportunities for those aged 16 and over. The development will incorporate the existing Grange Park Primary and Lord Silkin Schools.
  • Building a new 1,050 place joint Christian faith Academy for ages 11-18 at a new site in Priorslee. This will incorporate the existing Blessed Robert Johnson Catholic College and will also serve the wider Christian community and those living locally to the site.
  • Building a new 1,200 place school in Wellington on the vacated Blessed Robert Johnson site to replace the current Charlton School
  • Building a new 1,050 place 11-16 Co-operative Academy on the site adjacent to the existing Oakengates Leisure Centre. This will serve the communities of Donnington, Oakengates, Trench and Wrockwardine Wood and would replace the existing Sutherland Business and Enterprise College and Wrockwardine Wood Arts College
