The North Wales contractor will start work this month on a building to house an educational/conference facility, changing rooms, a retail unit and workshop.
The building will also include a viewing area on the roof.
Cllr Goronwy Edwards, Conwy Council’s Cabinet Member for Community Development, said: “The Watersports Centre is a vital part of the redevelopment of the Waterfront and will create a destination on the promenade for visitors to use.
“The development will complement the excellent Eirias project we’ve already achieved (also Wynne Construction) and create a long lasting legacy for the town.”
Chris Wynne, Managing Director of Wynne Construction, said: “The Watersports Centre further secures the employment of our existing workforce and also enables us to offer employment and opportunities to a number of skilled workers in the Conwy region.”
