The Essex-based house builder will act as the council’s development partner delivering mixed tenure homes over two construction phases.
Phase 1 will involve building 176 homes and four retail units, phase two is for a further 60 homes and a community centre.
Hill will fund the profit share part of the scheme consisting of 100 units to match the initial investment made by the council which includes the residual land value.
The development will include an independent living scheme of 88 apartments.
