Stockport and Bury councils have led procurement of the £300m framework, which is open to all Greater Manchester Councils.
Stockport Council said the selected firms would be used to call-off work over 4 years with options to extend by a further 4 years and then an additional two years.
Bury Council is adopting a 3-year contract with the option to extend by 1 year.
