Solum will also build a multi-storey car park at the site, and restore the southern station ticket hall as part of the regeneration plan.
The partnership hopes to submit the development proposal for planning in April.
It is the latest scheme to be advanced by the Solum joint venture which aims to unlock and develop brownfield sites for regeneration, housing and improving passenger experience.
Network Rail income from developments is re-invested back into rail infrastructure.
Previous big station regeneration projects have been delivered at Twickenham, Walthamstow and Guildford.
