Go-ahead for London’s largest estate £1bn rebuild

Plans have been approved for the £1bn redevelopment of the Carpenter Housing Estate near the Queen Elizabeth Park in East London.

Newham Council will deliver 2,022 homes through its wholly-owned housing company Populo Living.

Masterplan for Carpenter Estate redevelopment

Around 300 existing homes – nearly half of the existing estate – will be retrofitted to create the borough’s first Green Zone neighbourhood.

The masterplan includes over 10,000 sq m of commercial space as a mix of cafes, restaurants, shops, and workshop spaces.

James Riley Point tower will be retrofitted and greened

The first job in the 15-year work programme will be the refurbishment of James Riley Point to deliver 132 social rent homes and a community and sports centre

Timeline of works


• Spring 2024: enabling works for James Riley Point set to commence
• Summer 2024: construction to start on Meanwhile developments
• 2026: construction to start on Phase 2 at Lund Quarter

CEO of Populo Living, Deborah Heenan, said: “Newham took the bold step to deliver its own regeneration directly using its own developer, Populo.

Further developments on the Carpenters are set to commence in the summer, with the appointment of Jan Kattein Architects to refurbish the former Tenant Management Office and Yes Make which is set to transform the green and play spaces on the estate.
