SDC Construction has just started site preparation work ahead of building 80,800 sq ft of offices and 28,000 sq ft retail and leisure space with parking for 290 cars and a new public plaza.
The developer is on course to complete the seven-storey building early next year when Admiral staff are due to move in.
Mark Jackson, managing director of Scarborough Development Group, said: “We are delighted to have started the construction of the first phase of this substantial regeneration project in Newport. This has been achieved with great effort and support from Admiral, Newport City Council and our funding partner Investec.
“It is clear that this gateway development, which will present a ‘new face’ for Newport to those arriving at or travelling through the railway station, can begin the transformation of this part of the city.”
