Public funding for the scheme has already been secured to redevelop Harvey Hadden Leisure Centre in the west of the city.
The new leisure centre will include a 50 metre swimming pool with adjustable pool floor that splits into two 25 metre pools.
Portfolio Holder for Communities, Leisure and Culture, Councillor David Trimble, said: “Seven leisure centres have already benefited from improvement works as part of our ambitious transformation programme and I’m confident that the new Harvey Hadden will meet the needs and expectations of the local community as well as sports clubs and athletes from across the region that will look to use this first class facility.
“We’ll be working to recruit and train local people during the building phase which will give the area a boost in terms of job creation whilst supporting the construction industry.”
Approval for the plan will be sought at a council board meeting on April 15
