Chelmsford City Council and Essex County Council have agreed a raft of community infrastructure works after months of talks.
Work can now start on vital site infrastructure to pave the way for 3,600 homes to the north east of Chelmsford city centre and a site for a new railway station on the East Anglian main line.
L&Q will provide up to 970 new affordable homes for shared ownership and rent.
A main part of the proposals will be an estate parkland setting for the Grade 1 listed New Hall School.

- Two new primary schools and a secondary school
- Shops
- Community facilities
- Health service facilities
It is now expected that construction works will begin in the spring.
Richard Cherry, Deputy Chairman at Countryside, said: “Beaulieu has been a long time coming and represents a big step forward for Chelmsford.
“This agreement allows much of the infrastructure work to begin, and we will continue to work closely with the Council and the local community to ensure Beaulieu is something we can all be proud of.”
Chelmsford City Council’s Cabinet Member for Planning & Economic Development, Councillor Neil Gulliver, added: “It’s absolutely key to ensure that we have the right infrastructure in place to support our growing city.
“This agreement sets in place some major enhancements which will be of huge benefit to existing communities, as well as to those moving into the new development at Beaulieu.”
